The lead FDA investigation center is determined by the product\u2019s primary mode of action (PMOA), which is defined as the single mode of action, providing the most important therapeutic action, of the combination product. For example, if a drug is the PMOA in a drug-device combination product, then the lead center would most likely be the Center for Drug Evaluation and Research. The primary mode of action will also help determine what type of regulatory submission will be required.
